Environmental Specialist

Responsible for environmental and air compliance for the company’s Los Angeles Basin oil and gas production activities and will support regulatory activities in Louisiana, Kansas and Wyoming. The position will actively work with field personnel, engineers, technical specialists, regulatory agencies, and other departments to facilitate implementation of projects, and ensure an ongoing understanding and compliance with associated regulations for upstream oil and natural gas production. Some overnight travel will be required. 

  • Lead environmental compliance with all federal, state, and local regulations for the Los Angeles Basin
  • Manages air plans, implements programs and coordinates permitting to ensure that facilities are complaint under the direction of the Sr. Air Quality Scientist
  • Prepare, maintain, train, and enforce all Hazardous Materials Business Plans (HMBP) requirements
  • Prepare, maintain, train, and enforce all Spill Prevention, Control and Counter (SPCC) measure plans requirements
  • Lead person for AB 2588 (TRI), AB 1960 and AB 1420 environmental compliance, coordinate, schedule, document and record keeping per program requirements
  • Responsible for Waste Management program, EPA ID, waste streams, profiles, manifesting, transporting, disposal, recordkeeping, reporting etc.
  • Responsible for permitting storm water and waste water discharges, compliance, record keeping, and reporting
  • Prepare, maintain and enforce all OSPR C-Plan requirements including required drills/exercises, spill response, and all exemption requests
  • Evaluate existing operations and review permits and identify potential discrepancies
  • Assist in preparing air permit applications
  • Coordinate and maintain recordkeeping with DOT/PHMSA pipeline requirements including Operator Qualifications, O&M Plans, Public Awareness Program, and jurisdictional assessment of pipelines
  • Coordinate regulatory agency inspections and record keeping concerning environmental matters
  • Conduct compliance audits of all facilities
  • Perform related duties and responsibilities as assigned by VP



  • Bachelor’s degree in Meteorology, Environmental Science, Engineering, Science such as Chemistry, Physics, or Mathematics.
  • Experience with working on-site at oil and gas facilities.
  • Proven track record of successful regulatory work in dealing with the SCAQMD, EPA, CARB, CDFW, DOT/PHMSA, CUPAs, DOGGR and other similar agencies.
  • 2-3 years of professional experience performing air quality and greenhouse gas impact analysis for CEQA, air quality permitting and compliance or equivalent.
  • Regulatory experience with DOT regulated pipelines strongly beneficial.
  • Effective interpersonal, verbal and written communication skills. Must be able to work as team member/leader with people of differing backgrounds and experience levels.
  • Strong conceptual and analytical skills with the ability to readily identify key issues and risks and develop strategies or recommendations for improvement.
  • Self-sufficient, self-motivated and ability to work under pressure of deadlines.
  • Advanced computer skills required.
  • Highly motivated to working in environmental and air quality fields and expand their knowledge and experience.
