Our client, a well-known and respected Central Valley non-profit, is looking for an experienced Program Manager.

JOB SUMMARY

The Program Director reports to the Regional Director and is responsible for the coordination, development, and management of all activities of the program, while supervising all facility staff and providing services to residents. 

ESSENTIAL JOB RESPONSIBILITIES

  • Responsible for the implementation and oversight of program services and activities ensuring compliance with administrative and fiscal regulations.
  • Development of program activities and program policy and procedures in compliance with funding contract requirements. 
  • Determine staff assignments. 
  • Coordinate all program functions. 
  • Develop and maintain community relationships with agencies serving the program such as Department of Social Services, Department of Behavioral Health, local medical facilities, and other providers. 
  • Obtain written agreements with agencies which provide referral and ancillary services. 
  • Recruit and screen staff. 
  • Make recommendations in regard to employing and terminating staff. 
  • Implement orientation and training of staff. 
  • Responsible for personnel evaluation consistent with Turning Point guidelines making recommendations for advancement, special adjustments, and disciplinary action in appropriate cases. 
  • Assure that all facility staff are oriented to the personnel policies and follow them. 
  • Attend all required meetings. 
  • Produce monthly reports as required. 
  • Maintain close contact with monitors and the Regional Director to review progress and operation of the facility. 
  •  Monitor and comply with program budget and expenses
  • Will drive on agency business. 

ESSENTIAL REQUIREMENTS

  •  4 year degree in social sciences or related field and (2) years working experience with criminal justice population in a substance use disorder program. Additional experience may be substituted for education on a year for year basis; or possess six cumulative years of full-time administrative experience with the criminal justice population in substance use disorder setting.
  • Ability to supervise staff and work effectively with justice involved individuals. 
  • Current certified training in emergency first aid and CPR procedures preferred. 
  • Must have working knowledge of evidence-based programs and Cognitive Behavioral Theories. 
  • Ability to operate within Automated Reentry Management System (ARMS) system.   
  • Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams, Zoom and other communication/meeting platforms.  
  • Possess a valid driver’s license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.   
  • Ability to pass a criminal background check.  
  • Ability to pass a pre-employment physical, drug screen, general physical, and TB test. 
  • Must maintain good relationships with current, future and past employees, co-workers, vendors, third party administrators, and others with whom the Agency is transacting business, and relate to them in a professional manner.
